Utrzymanie i rozwój sieci infrastruktury rowerowej – wyzwanie dla samorządów miast

Wynaleziony dwieście lat temu rower jest coraz popularniejszym środkiem transportu i rekreacji. Chętnie korzystają z niego zwłaszcza mieszkańcy miast, których w latach 60. ubiegłego wieku było około 750 mln, zaś na początku XXI w. już trzy miliardy. Według danych Eurostatu w 2021 r. tylko w krajach Unii Europejskiej wyprodukowano 13,5 mln rowerów (o 11% więcej niż w 2020 r.), w tym 1,2 mln w Polsce. W związku ze znaczącym wzrostem liczby użytkowników tego środka transportu wyzwaniem pozostaje zapewnienie im należycie zaprojektowanej i wykonanej infrastruktury. Wymaga to racjonalnego podejścia do tworzenia spójnej sieci bezpiecznych tras rowerowych, gwarantującej poszanowanie praw innych uczestników ruchu drogowego.

ABSTRACT

Maintenance and Development of Cycling Infrastructure – Challenge to Self-Governments of Cities

The bicycle, invented over two hundred years ago, has become a more and more popular means of transportation and recreation. Inhabitants of cities are especially keen on using them: in 1960s there were some 750 million bicycles, and at the beginning of the 21st century – as many as three billion already. According to the data from Eurostat, in 2021 in the European Union 13.5 million bicycles were produced (by 11 percent more than in 2020), including 1.2 million in Poland. Simultaneously with the significant growth in the number of the users of bicycles, properly designed and developed infrastructure has become a real challenge. It is necessary to ensure a consistent network of cycling routes that will respect the rights of other users of road traffic. The objective of this article is to present, on the basis of the audit conducted by the Supreme Audit Office, how organisational units of self-governments of cities meet their obligations to maintain and further develop their cycling infrastructure.
