Na mocy dekretu wydanego 7 lutego 1919 r. Urząd Obrachunkowy, działający od sierpnia 1917 r. do lutego 1919 r. w Ministerstwie Skarbu, zastąpiono niezależną od rządu, podlegającą tylko Naczelnikowi Państwa, Najwyższą Izbą Kontroli Państwa (NIKP). Artykuł podejmuje próbę przedstawienia przesłanek utworzenia Urzędu, powołanego przez Wydział Wykonawczy Tymczasowej Rady Stanu Królestwa Polskiego, który stał się zalążkiem polskiej kontroli państwowej podczas I wojny światowej.

ABSTRACT
From the Office of Accounts to the Supreme Office of State Audit – NIK’s History
On the basis of the decree of 7 February 1919 by the Head of State, the Office of Accounts that operated from August 1917 to February 1919 at the Ministry of Treasury was replaced with the body independent of the government, and subordinate only to the Head of State – the Supreme Office of State Audit (NIKP). The article is an attempt to present the premises for establishing the foundations of Polish state auditing during the First World War – the Office of Accounts, created on 10 August 1917 by the Executive Department of the Temporary State Council of the Kingdom of Poland. The Office of Accounts, being less frequent in historiography, has been discussed in more detail in the article. The author also presents, from the perspective of a state audit historian, legal and geopolitical conditions of the Polish state that was being re-established after the years of partitions, and she reminds of the persons whose knowledge and involvement led to the development of state audit assumptions, and the draft decree on the NIKP, which was a modern document at the time.
